The Korea University (KU) second public hearing took place at the science library on September 20, prior to the School Representative Session. The session focused on amending school regulations of four different topics as following: election enforcement, response to human rights violation, financial management, and enforcement of the special committee for budget settlement. Participants were most eager to voice their opinions on the issue of response to human rights violation and finance management. The latter mainly focused on the financial management of autonomous media on campus. 
 
Very little was discussed regarding the issue of election enforcement and the special committee for budget settlement, although the 6th article of the latter topic was said to be discussed during the actual School Representative Session. 
 
The most controversial of all was regarding regulations on human rights violation, specifically how offenders of human rights should be punished. One problem that a participant pointed out was the lack of jurisdiction of the Korea University Student Association (KUSA) in the Countermeasure Committee and the uneven gender ratio within the Central Steering Committee, which mainly comprises of men. One person questioned whether the uneven gender ratio within the Central Steering Committee was able to bring an impartial investigation of human rights violation for opposite genders, and also questioned why the KUSA was left out of the committee. 
 
As a response, Kim Sung Il (’14, Economics), commented that “It is impossible to adjust the gender ratio of the committee by force,” and that “The committee will bring in impartiality when dealing with human right issues with the help of experts of the outside.” 

Regarding the exclusion of the student association from the committee, he explained that “The KUSA was excluded because they are responsible for rulings during the School Representative Session.” In his final comments, he explained that social minorities should be encouraged to be active in school bodies and that “Despite imperfections of the constitution, it will improve.” 
 
Another popular topic during the session was the addition of a new article that focused on autonomous media. The main purpose of the article was to help autonomous media on campus settle down. Chung-Ang University (CAU) was taken as a counter-example to show how some of the autonomous media would suffer without the amendment. Further discussion was anticipated in the future since the article was not complete. 
 
Another public hearing session will take place before the Student Representative Session that is scheduled on October 3rd. The time schedule for the next public hearing session is yet to be known.
